Show Loading Wheel While Waiting for API Responses on Public Navigation

When a user selects "state" on a slow network connection, it's a bit confusing when it takes some time for things to load. It would be more ideal if there were a loading wheel that was shown to indicate that something is still happening, we're just waiting.
