Create System to Automatically Populate Public-Facing Albums of Specific Events

This is a lofty goal, so there's a few things I'm going to qualify first as the general objectives.

Purpose:

To automatically generate public-facing photo albums that parents and youth, alike, may view and access to use at their leisure. This will allow parents to find pictures of their kids during the conference(s).

Goals

1. Automatically adding photos to public album at the same time they're added to other places.
2. Automatically changing album name/upload-location when events end.
3. Automatic creation of new event albums associated with a clear title and year.
4. Calendar-based event creation, or upload selection. Perhaps the event may be selected from the Idaho 4-H event calendar; i.e., active events are listed in a selection form, and users may choose from said list which event they're uploading photos in relation to.
