Admin Utility to "Screen" Photos for Appropriateness

We should build a utility accessible from the admin page that would allow an administrator to "screen" the photos which have been uploaded for their "appropriateness" and either approve or deny the photos.

App Requirements

• Will be configurable (enabled/disabled) to allow photos to "skip" the queuing
• Will require authentication
• Will be accessible from the admin page
• Will allow user to review each photo and approve or reject the photo
• Will allow user to move forward and backward through the list of images (allowing them to change their mind as needed)
• Will allow user to submit their decisions at any point, "purging" the approved/rejected images from the queue while retaining others

App Integration Requirements

• When images have been "queued" the app should send a notification to the admin user(s) that photos are available for approval on a (configurable period -- e.g., daily/weekly/monthly) basis
• Notifications of queued photos can be sent to the admin's email address
