Add Automatic Nudity Flagging System

Nudity should not be allowed in the 4-H photo system, and although it's highly unlikely youth delegates may upload it, there should still be systems in place to help automate the process of filtering photos which may express nudity. Perhaps the system could ban uploads of any photos deemed as expressing nudity "on the fly." The concern with this practice may be that using such a filter would outright block legitimate photos; otherwise demonstrating false-positive detection. If this is the case, perhaps the upload tool could further separate any photos considered to express nudity into a separate album which self-deletes after a specific amount of time.

Ultimately, this is an extremely grey area, and must be tread with caution, dignity, and care. Further discussion will be needed.
