Add Metrics Reporting Framework in Conjunction with Logs Collection

We should consider adding a metrics system to record and report on a number of items:

• Number of page loads
• Number of consent disagreements? (not sure about this, but could be an interesting metric)
• Number of total photos uploaded
• Number of photos uploaded to each "bucket"
• Any crash information

We could consider using Datadog or something equivalent. Potentially using multiple services, and just selecting the service whose information is loaded as environment variables.
