Add Ability to Generate Full QR-Code Poster

The state-office often has to create a custom poster to share the QR code with delegates. It would be nice if a small selection of templates were available, and the QR code could be embedded in them. That way, an administrator could simply select the template, apply the QR code for the relevant event or page, and then download the PDF or HTML page to be used.
