Prepare for STAC Steering Committee Meeting

With the STAC Steering Committee meeting starting on January 28th, we'll want to be able to demonstrate the work to this point and share what the overall site will look like. Since develop is our "development release" branch where we wish to show demonstrable content, we should aim to get everything onto the development branch.
